Summary

Infrastructure Projects
Rob Larrea reported that soil samples taken at the future site of the marina bathroom facility revealed peat in the soil. Surveyors will conduct additional borings to locate suitable soil for construction in the proposed location. Once the site is finalized, staff will determine the facility's orientation (horizontal or perpendicular to the road). No vote was taken; this is an ongoing update.
Other Business
Rob Bacigalupi of Mission North Consulting informed the DDA that the Leelanau County Board of Commissioners chose not to opt into the DDA's TIF district. He presented a report on taxable values within the DDA district and the percentage other entities would contribute if they opted in. DDA members discussed requesting a written explanation from the County regarding its reasons for opting out, to allow the DDA to respond to any concerns. Bacigalupi recommended members begin this discussion when the County starts its budget preparation process this year.
Bahle suggested the DDA run an awareness campaign, including members introducing themselves to county commissioners and speaking with neighbors. Lutke suggested starting with a press release highlighting the DDA's progress and explaining what additional funds would accomplish, with the recommendation that this information be posted on the Village website.
Manager Rob Petroskey noted the Spring Newsletter was sent out via email during the week of the meeting.
