Summary

Affordable Housing Initiatives
Sara presented the commission with criteria the GIS team will use to rate and score potential housing sites. Identified criteria included road access, downtown walkability, access to retail, public water/sewer availability, slopes, and environmental standards, as well as proximity to BATA and the TART trail. Commission members recommended adding further criteria, including vicinity to schools, grocery stores, drug stores, and banks. Sara agreed to incorporate the commission's feedback into the GIS mapping scoring. An update on the GIS mapping was announced for the next regular meeting on October 21, 2026.
Infrastructure Projects
Steve reported that he and the DPW Director continue reviewing driveway standards, approaching the issue from two angles: zoning requirements and driveway construction standards. Steve and Dave agreed that a minimum/maximum driveway width should be specified in either the construction or zoning standards. Commissioner Gail noted the driveway apron should be excluded from the width calculation to avoid increasing impervious surface. The commission also recommended that once finalized, the standards be consolidated in one location for applicants to easily access. Steve indicated this project is planned for work during the winter months.
Other Business
The Zoning Administrator submitted a written report; no ZBA report was given. Debbie provided a Village Council update, noting that the committee of the whole reviewed council conduct, points of order, and general rules under the Council's adopted policies and procedures. During Good of the Order, Richard Hylwa raised concerns about speeding on St. Mary's Street; it was noted that a Sheriff Department speed sign is already posted there.
