Summary
The Leland Township Board held a special meeting on December 30, 2024, focused on the Sunset Shores Special Assessment District (SAD). The board unanimously adopted two resolutions advancing the project: Resolution R-24-14, approving costs and directing preparation of the assessment roll, and Resolution R-24-15, calling a public hearing on the assessment roll for January 13 at 6:00 p.m. Both votes carried 5-0. The board also discussed traffic safety concerns at the M-22/M-204 intersection and noted correspondence regarding temporary closure of the Munnecke Room.
Public Comments
No public comments were made at this meeting. However, a letter from Pezetti, referenced during discussion of the Sunset Shores resolutions, raised concerns on behalf of the McNallys regarding project costs. Trustee Steve Scales stated these concerns had been addressed in the revised resolution.
Infrastructure Projects
The board addressed the Sunset Shores Special Assessment District. Bond attorney Tom Colis recommended revising a prior resolution to include issuance costs, direction for preparation of the roll, and scheduling of a public hearing. The board approved Resolution R-24-14 (5-0, roll call vote: Mitchell, Brookfield, Garthe, Scales, and Kirch all voting yes), approving costs and directing roll preparation. The board then approved Resolution R-24-15 (5-0, same roll call result), calling a public hearing on the assessment roll for January 13 at 6:00 p.m. in the Munnecke Room, prior to the regular board meeting. The prepay period for assessments extends to March 1, 2025, with bonds prepared for sale by mid-March; prepaid funds are excluded from the bond amount. A 30-day challenge period follows the second public hearing, applicable to assessment methods only, not project merit.
Parks and Recreation Matters
Trustee Scales reported receiving resident input on park needs and recommended the board develop a formal document outlining park needs to guide future budgeting and funding decisions. No formal action was taken.
Other Business
Trustee Kirch reported on resident correspondence regarding safety at the M-22/M-204 intersection. After meeting with a deputy and reviewing crash data, she found insufficient incidents to justify installing a traffic light. Supervisor Mitchell noted the possibility of reducing the speed limit along the corridor. The board agreed to pursue a speed study and gather cost information on a street light as next steps. Mitchell also noted he would forward to the board an email from Library Director Mark Morton regarding the temporary closing of the Munnecke Room.
Action Items
- Board to review speed study results and cost information for a street light at the M-22/M-204 intersection.
- Mitchell to forward Library Director Mark Morton's email regarding Munnecke Room closure to the board.
- Scales recommended development of a parks needs document to guide budgeting; no deadline specified.
- Public hearing on Sunset Shores assessment roll scheduled for January 13, 2025, 6:00 p.m., Munnecke Room.
