Regular Meeting (Minutes)

The Charter Township of Elmwood held its regular board meeting on October 8, 2024, at the Township Hall, with Supervisor Shaw presiding. The meeting commenced with the Pledge of Allegiance and a roll call, confirming the presence of most board members except for Chris Mikowski, who was excused. A significant portion of the meeting was dedicated to a FOIA appeal hearing concerning a denied request for an Attorney-Client Privilege memo. After review and discussion, the board partially upheld the FOIA coordinator’s denial but authorized the release of a redacted version of the memo, adhering to legal obligations to separate exempt from non-exempt information. The consent calendar, encompassing various department and committee reports, was approved unanimously, reflecting routine operational continuity.

The meeting also addressed several new business items, starting with the presentation of conceptual site plans for Cherry Bend Park by Tim Knutsen of Beckett & Raeder. The board provided feedback on Plan 3, recommended by the Parks and Recreation Committee, focusing on traffic flow and amenities. Further, the Harbormaster reported on the need for repairs to the marina dock fire suppression system, leading to a unanimous decision to seek bids for the repair. Additionally, the Harbormaster was authorized to attend a Dock Expo and Marina Conference in Nashville, and measures were approved to expedite payment processes for marina project invoices to avoid delays.

In other new business, the board approved the renewal of health insurance with a 10% rate increase, the 2023 Master Specification and Detail Updates for the BPW, and a contract with MDOT for constructing a sidewalk and shared use path along M-72/M-22. Budget amendments were passed to fund the Cherry Bend Trail Design and equipment for the fire department’s new ambulance. The meeting concluded with the scheduling of a special meeting to review marina construction change orders and the approval of invoice payments totaling $321,527.40. Supervisor Shaw adjourned the meeting at 8:05 p.m.
