The Kasson Township Sidewalk Ordinance, Ordinance No. 2024-XX, aims to ensure the safety and usability of sidewalks within the township by regulating their construction, repair, replacement, and removal. The ordinance outlines the responsibilities of the Township Board and property owners in maintaining sidewalks, particularly in designated areas and along state highways and arterial roads. The Township Board is granted specific powers to install, repair, and maintain sidewalks along state highways and main roads, with the option to fund these projects through public money or special assessments on benefited property owners. For projects within designated areas, the Board can assess costs to abutting property owners over a 5-year period or allow owners to undertake the work at their own expense. Public hearings are required before initiating sidewalk work, especially when assessments are proposed, ensuring transparency and community involvement in decision-making processes.

The ordinance also addresses the maintenance responsibilities of property owners, requiring them to keep sidewalks free of obstructions and hold them liable for any damages resulting from negligence. In cases where sidewalk disrepair is caused by conditions on an abutting property, the owner is responsible for the full cost of repairs. The ordinance includes provisions for payment and collection of costs, with unpaid balances becoming liens on the property after 90 days.
