Special Meeting (Minutes)

The special board meeting of the Charter Township of Elmwood on March 4, 2024, was called to order by Supervisor Shaw at 10:00 a.m. with a full quorum present except for Terry Lautner who was excused. The agenda was approved unanimously, and the meeting proceeded with new business. The first item discussed was the need for an asbestos and lead paint inspection for the demolition of marina buildings, as explained by Wade Trim engineer Garth Bogart. Further new business included discussions on hiring a new harbormaster and the potential creation of a full-time building and grounds maintenance position. The board considered making the Harbormaster position seasonal and hourly, with a proposed hourly rate between $25.00 and $30.00. This adjustment would allow a full-time maintenance person to monitor the marina’s bubblers during the off-season. Treasurer Chris Mikowski mentioned exploring software solutions for managing seasonal slip contracts. Additionally, Supervisor Shaw presented a quote from Michigan Broadband for installing security cameras at the marina for $1,900.00 and a monthly monitoring fee of $57.00, though clarification was needed on whether this included the cost of the cameras themselves.

The final item addressed was a change order proposed by T. Basch to salvage light poles from the Brewery Creek parking lot. The poles, which are expensive, could be used for parts. The original contract did not include salvaging, and a new quote of $3,250.00 was provided for removing the concrete from the poles and storing them at the old fire station. Wade Trim’s Garth Bogart suggested exploring whether the Brownfield grant could cover this cost and agreed to contact the grant coordinator.
